History
C.M.E.R.T. stands for the Ches-Mont Emergency Response Team. C.M.E.R.T. is a special weapons and tactics team developed to handle high-risk situations that normal patrol officers are not equipped to handle. In the past year the team has expanded to include tactical medical personnel. The contemporary concept of assigning medically trained personnel to law enforcement tactical operations units is most often attributed to the Los Angeles County Sheriff’s Department when they had EMTs from their Emergency services section transferred onto their “SWAT” team in 1969 - 1970 The term “TEMS” for Tactical Emergency Medical Support was coined by Dr. Rich Carmona and Dr. Dave Rassumoff after they served as faculty at two conferences sponsored by the Nation Tactical Officers Assoc. The conferences were held in 1989-90 to explore the various medical personnel models to support law enforcement tactical operations at the behest of the then president of the N.T.O.A., John Coleman, former commander of the LA County Sheriff’s Dept. SWAT team. Our TEMS unit consists of civilian EMS providers with specific tactical law enforcement training that prepares us to safely and effectively provide medical care in the unique environment of tactical law enforcement operations.
